This service implements the secure hypertext transfer protocol (HTTPS) for the HTTP service, using the Secure Socket Layer (SSL). If this service is disabled, any services that explicitly depend on it will fail to start.
It looks as though this service has nothing to do with IE or any other browser that uses HTTPS and SSL as secure web pages still connect fine without this service started. However, this service is required if using the WebDAV API or functionality and certain Windows Media Player sharing functionality. This service appeared after the installation of Service Pack 2 or 3.
